  3. FAQs

The National Maintenance Agreements Policy Committee, Inc. (NMAPC) has approved  revisions to the NMA. After extensive negotiations, labor, management, and North America’s Building Trades Unions (NABTU) have completed a comprehensive revision of the Agreement. The revised agreement, known as the National Construction and Maintenance Agreement (NCMA) will become effective for work commencing on or after January 1, 2027.

Current signatory contractors are receiving formal notice of these revisions and have 90 days to review the NCMA and determine whether they wish to remain signatory or terminate their agreement.

What is the NCMA?

The NCMA is the successor to the NMA. The NCMA will be administered by NMAPC staff, and will maintain the principles of joint labor-management cooperation that made the NMAPC program successful. The 14 individual NMAs, one for each participating International Union, have been consolidated into one singular NCMA that now includes each of the 14 participating International Unions.  The NCMA will also be a consolidation of several national agreements into one agreement under the administration of the current NMAPC, including the National Construction Agreement (NCA) and the General Presidents’ Project Maintenance Agreement (GPPMA).

Why is the name changing?

The new name more accurately reflects the breadth of work that can be performed under the revised agreement and that contractors signatory to this agreement can now perform new construction and maintenance work under its terms.

What does this mean for current signatory contractors?

  1. If you wish to remain signatory, no action is required. Your signatory status will be automatically carried over to the revised agreement as of January 1, 2027.
  2. If you do not wish to remain signatory, you will need to terminate your agreement. Your decision to terminate must be received no later than December 31, 2026. To terminate your agreement, login to NMAPC.org and navigate to “Signatory Agreements”, then click the signatory agreement record number (ex. SA-12345), then click the blue “Terminate Agreement” button and select “Terminate agreement at the end of the current calendar year.”

You may also email info@ncmapc.org with your company’s name and your request to terminate or mail a hardcopy to the NMAPC office.

Once the work you have requested under the agreement is completed, you may enter a termination. You can do so by logging into the portal and filing your termination request or by emailing info@ncmapc.org.
